Challenge

NEL Commissioning Support Unit (CSU) had two correlating but separate workforce issues which needed to be investigated further and a solution needed to be identified. Firstly, their Healthcare Consulting team to find a way to manage their ad hoc engagement with specialist contingent staff as their current process was not fit-for-purpose. Secondly, after the acquisition of South East CSU, NEL needed to identify a solution to manage the recruitment and reporting of contingent staff being hired through multiple channels on various NHS Frameworks. Having successfully partnered with Albany Beck on a previous workforce project, NEL CSU recommissioned us to conduct a detailed discovery audit which will enable NEL and Albany Beck to identify possible solutions and co-create an effective business case.

Summary

Because of the infrequent and ad hoc nature of requiring specialist staff, NEL’s Healthcare Consulting team needed to fully scope out the current process issues and identify a solution to manage the resourcing, onboarding and management of these staff members. By using our tested methodologies, and by working closely with both the Technical Contracting and Procurement Manager and the Head of Recruitment, Albany Beck was able to identify current dependencies, challenges and gaps in the Healthcare Consulting teams’ resource management process. The information provided by this analysis, which included options and cost analysis, system analysis, risks and dependencies identification, enabled Albany Beck and NEL to create an effective business case for a ‘Bank Staff’ service as the identified engagement solution. The business case was approved and a supplier was identified and appointed to manage the ‘Bank Staff’ in line with Albany Beck’s recommendations. As a result, through Albany Beck’s analysis and recommendations, NEL was able to implement a robust engagement solution, which provided the necessary governance framework and improved overall service management.
